David Grant Halpern
David has been an Assistant Attorney General for the State of Texas since 1994. He is a member of the Agency’s Tort Litigation Division. In addition to his own practice, which has an emphasis in medical malpractice litigation, he oversees a team of personal injury defense attorneys who represent state agencies and state employees in the civil practice of law. He serves on the Attorney General’s Training and Recruiting Committees and is a regular speaker at Agency seminars. He is also a member of the teaching faculty of the National Institute for Trial Advocacy and an Advocacy Specialist at the University of Texas School of Law. He has served as teaching faculty for the National Association of Attorney’s General; lectured to members of the State Bar of Texas; and-with dubious results- to his teenager children, Josh and Kate.
David received his undergraduate degree in Journalism from the University of Texas at Austin with High Honors. He received his Juris Doctorate from the University of Texas School of Law in 1994.
David is board certified in Personal Injury Trial Law by the Texas Board of Legal Specialization. He is a member of the College of the State Bar of Texas. He is licensed to practice in the State of Texas and is admitted to practice before the United States Fifth Circuit Court of Appeals, and the the United States District Courts of Texas. With Jose L. Gonzalez, M.D., J.D., M.S.Ed., David co-authored "Medical Malpractice Protection," a chapter to be published in the book, "Practicing Medicine in the 21st Century," by the Thomas Jefferson School of Medicine, later this year. David is a member of the Board of Directors for the Mental Health Association of Texas.
