Faculty Spotlight
Professor Spence’s research and teaching focuses on business-government relations and the regulation of business, particularly energy and environmental regulation. He received his Ph.D. in political science from Duke University, and his J.D. from the University of North Carolina. Professor Spence has taught as a visitor at the Duke University Nicholas School of the Environment, the Vanderbilt Law School, the Cornell Law School, Harvard Law School, IMADEC University in Vienna, Austria, and the Bren School of the Environment at the University of California at Santa Barbara.

Andrés Jana is the partner in charge of the International Arbitration Group at Bofill Mir & Alvarez, Santiago, Chile. He is the Chilean delegate before the United Nations Commission on International Trade Law, UNCITRAL and is a member of the Working Group on Arbitration Involving States or State Entities of the ICC’s Arbitration Committee. Andrés Jana has an extensive practice in commercial and investment arbitration and was appointed by the Chilean government as a member of the list of ICSID arbitrators. The 2009 Legal Who’s Who recognized him as one of five experts in international arbitration in Chile and he is regarded by Chambers & Partners as one of the best litigation attorneys in Chile.
Andrés Jana has acted as external advisor to the Chilean government, particularly to the Ministries of Energy, Foreign Affairs and Finance. He provided advice to the government during negotiations of the FTA between Chile and USA, as well as the negotiations of the financial services and investment chapters of the FTA with the European Union. A Professor of Civil Law at the Universidad de Chile (1997 to date) he regularly lectures and published on international arbitration.
Andrés Jana obtained his LL.M. from Harvard University (1995) and graduated summa cum laude in 1994 from the Law School of the Universidad de Chile.
Adjunct Professor
Professor Owen Anderson is a Visiting Professor of Law at The University of Texas School of Law. He is also the Eugene Kuntz Chair in Oil, Gas & Natural Resources at the University of Oklahoma College of Law where he has taught since 1992. Professor Anderson has previously served as the Jack F. Maddox Professor of Law at Texas Tech University; as Distinguished Visitor and Chair of Natural Resources Law at the University of Calgary; and as Professor of Law at the University of North Dakota. He has also lectured throughout the United States, as well as Canada, Norway, the United Kingdom, and China on domestic and international oil and gas law. He is a Distinguished Lecturer for the Centre for Energy, Petroleum & Mineral Law & Policy at the University of Dundee in Scotland.
Professor Anderson is the co-author of Kuntz on Oil and Gas (Anderson), International Petroleum Transactions (Rocky Mountain Mineral Law Foundation), Cases and Material on Oil and Gas Law (West), and Volume 2 of Waters and Water Rights (Michie). He has also written numerous articles on oil and gas law. He serves on the Board of Editors for the Oil and Gas Reporter (Southwestern Legal Foundation) and the Texas Title Standards.
He is a member of the Oklahoma, Texas, and North Dakota Bars. He serves as a Commissioner for the National Conference of Commissioners on Uniform State Laws; as trustee of both the Eastern and Rocky Mountain Mineral Law Foundations; a member of the International Oil and Gas Educational Center Advisory Board of the Center for American and International Law in Dallas, Texas; and a member of the Association of International Petroleum Negotiators.
