Martha Smiley received the J.D. degree from The University of Texas School of Law in 1972 and the B.A. from Baylor University in 1969. Martha is a member of Enoch Kever PLLC’s administrative, energy, public law and appellate practice. She has extensive regulatory, legislative and administrative experience in public utility law, including communications, cable and private networks. She has represented a variety of competitive telecommunications interests before administrative agencies and legislature. In addition, Martha counsels clients on developing legal and legislative strategy, considering overall regulatory issues, and advising public entities in all areas of public law. Prior to joining Enoch Kever, Martha was of counsel at the Austin office of Winstead PC. She also served as a founder and the executive vice president of Grande Communications, and for 14 years was a named partner in the Austin-based law firm of Bickerstaff, Heath & Smiley. Prior to that, Martha served as a regional counsel for the Environmental Protection Agency.
Martha is a former member of The University of Texas System Board of Regents, where she served as Vice Chair in 1995-97. Martha has a long history of community service, including service on the boards of the Austin Community Foundation, KLRU (Public Television), Capital IDEA, SafePlace Foundation, Austin Area Urban League, and the Texas Women’s Political Caucus. Martha is also a Founding Member of The Center for Women in Law at The University of Texas School of Law.
Martha has been honored many times for her service to the legal profession and to the improvement of our society; among these honors are the Exceptional Award for an Honorary Alumnus by Leadership Austin in 2011, Woman of Distinction by the Girl Scouts of Central Texas in 2010, The University of Texas Law Alumni Association’s 2002 Distinguished Alumnus for Community Service , Profile in Power Leader by the Austin Business Journal in 2001, and The University of Texas School of Law’s Honorary Order of the Coif in 1997.
A native of Mission, Texas, Martha is the mother of two grown sons, and she resides in Austin.
