Phyllis J. Cohen

Phyllis Cohen is a summa cum laude graduate of Syracuse University College of Law.  Prior to 2002, she spent her time raising her children, chairing school communities, and practicing law, first at Arnold & Porter in Washington DC and then as a partner at Woodard, Hall & Primm and Porter & Hedges here in Houston.

After retiring from the practice of law, Phyllis has been committed to serving her community both in Houston and elsewhere.  She was a Board Member of the Shlenker School of Congregation Beth Israel and a repeated facilitator at the No Place for Hate Youth Summit sponsored by the Anti-Defamation League.  She served from 2004-2006 on the Grant Review Panel for the Houston chapter of the Susan B. Komen Foundation.  From 2005-2009 Phyllis was an elected member of the City Council of West University serving as Mayor Pro Tem and Acting Mayor during that time.  She is on the board of the Denver Harbor Clinic, a federally qualified health center providing desperately needed and essential primary health care to Houston’s uninsured and underinsured.  From 2007-2009, Phyllis was the Chair of the Denver Harbor Board, and under her leadership, the clinic opened an additional facility to provide pediatric primary care, added new service lines, initiated the clinic’s Annual Campaign and began an innovative partnership with the Harris County Hospital District to share the cost of indigent patient care.

Phyllis is a member of Leadership Texas.  She is a member of the Women’s Leadership Forum of the Democratic National Committee, is an active fundraiser for the Democratic National Committee, is a Majority Council member of Emily’s List and is on the Houston Steering Committee of Annie’s List.

She is married to Lewis Linn, who was the proud Treasurer of Ellen Cohen’s campaigns for State Representative.  They have two children, Rebecca, a 2010 graduate of Vanderbilt University who is living and working in Houston, and Sam Linn, who is a sophomore at NYU.
