James C. Todd, Title IX of the 1972 Education Amendments: Preventing Sex Discrimination in Public Schools, 53 TEXAS L. REV. 103 (1974).
 

Abstract:
Public schools are a crucial battleground for the accomplishment of equality between the sexes, and Title IX is a valuable resource for confronting continuing sex discrimination in the area of public education. After chronicling some the challenges which continue to plague public education in the quest for equality between the sexes, the author proposes that in order for Title IX to be effective, regulations promulgated pursuant to Title IX should accomplish the following: clarification of coverage; a distinction between higher and higher and lower education with regard to athletics; a requirement of equal funding, equipment, and supervision for men’s and women’s athletics when the two must remain separate; a clarification that sexist literature may be taken into account in determining compliance; and, a requirement of goals and a timetable for any affirmative action plan.
