Aviam Soifer & H.C. Macgill, The Younger Doctrine: Reconstructing Reconstruction, 55 TEXAS L. REV. 1141 (1977). 

The Supreme Court has developed the implication of Younger v. Harris into a doctrine of devolution of judicial power to state courts and attached to it the same imperative dignity previously accorded substantive due process and civil rights of blacks.  Armed with that doctrine, the Court has moved with accelerating speed across a broadening front toward a reconstruction of the balance of judicial power in the federal system.  In this Article, Soifer & Macgill review the birth and evolution of the Younger doctrine.
