Abstract:
Neal Manne discusses the Article V procedures for amending the
Constitution, specifically the state convention method. Despite
the fact that it has never been used, states have applied for a
constitutional convention hundreds of times, and a
constitutional convention would have the potential to initiate
proposals for enormous change in all facets of our lives.
Although the Constitution appears to be unambiguous regarding
the procedures for a constitutional convention, further
consideration reveals that very little is actually spelled out.
Mr. Manne discusses the issues that arise when states seek to
compel a Constitutional convention, as they often do.
