Richard A. Merrill, The Regulation of Toxic Chemicals
(reviewing Marshall S. Shapo’s A Nation of Guinea Pigs), 58

Abstract:
Prof. Shapo’s thoughtful book deals with one of the most
controversial tasks of government, which is the control of
chronic health hazards posed by chemical technology. The focus
of Shapo’s discussion is the law’s response to the human health
hazards presented by chemical technology, specifically on
“slumbering” hazards, or those which materialize, if at all,
only years after exposure to a chemical, thus making it
difficult to surmise, much less prove, a causal connection with
an individual’s injury. Shapo argues convincingly that these
hazards do not respond to the controls exerted by the tort
system.
