Abstract:
At the time this note was written, there was a real possibility of an impending natural gas shortage, which would be disastrous. This note proposes a bounty program to supplement the amount of natural gas supply otherwise available under the federal price ceilings. The proposed program would provide a bounty payment to producers of new supplies of natural gas in times of impending or actual shortage. This will generate new supply, and Texas will retain the benefit of the new supply made available by the expenditure of Texas monies.
