In this Note, Allen tackles the problems that local governments face when they try to impose equal time requirements for local broadcasters who air political campaign propaganda. Allen explores the obstacles facing local broadcasters, including the first amendment. Finally, Allen discusses the possibility of federal preemption in this area of law.
