Abstract:
Rowe argues that two versions of the ABA's judicial campaign gag rule (in the 1972 Code of Judicial Conduct and the 1990 Model Code of Judicial Conduct) violate the First Amendment. The author proposes an alternative rule and argues for its constitutionality.
