Henry T.C. Hu, Faith and Magic:  Investor Beliefs and Government Neutrality, 78 TEXAS L. REV. 777 (2000).

 

Abstract:

Hu responds to the unease about a possible bubble in U.S. stocks has been growing worldwide and addresses the question of what, if anything, the government should do.

Hu suggests that irrespective of whether a bubble exists, market primacy points in a different, counterintuitive direction:  government must take, rather than refrain from taking, steps directly related to this investor enthusiasm.  Hu outlines some innovative possible steps which should have an impact without being so drastic as to themselves precipitate disaster.
