Abstract:

This article discusses the problem of identity theft and the resulting plight of the impersonated victim.  It also recognizes that victims must bear a heavy administrative burden to get a remedy under current law and that current proposals to combat the problem of identity theft will likely fail.  The article then proposes an alternative to the current proposals— “a physical system that would make it possible for consumers to control the process of their own identification.”
