This course is restricted to upper division students only.
Description
A study of government regulation and its role and impact on citizens and businesses in Texas. Primary emphasis is on Texas administrative practice and procedure, including an analysis of the powers and procedures common to state agencies in Texas. Special focus is given to the power of agencies to regulate by the adoption of rules, hearing rights and contested case hearings under the Texas Administrative Procedures Act, judicial review by the courts over agency actions, and "open government" laws relating to governmental actions and records.
