The 21st Century Project is a nonprofit, nonpartisan research and education program on science and technology policy, with a particular emphasis on the Internet, information policy, telecommunications, and the social and political trends tied to emerging new technologies. The 21st Century Project is affiliated with the Lyndon Baines Johnson School of Public Affairs, the graduate school of public policy at the University of Texas at Austin. The director of the Project is Gary Chapman, longtime activist and commentator on technology and society. Chapman is a visiting professor at the LBJ School, where he teaches classes and conducts research on Internet policy, telecommunications policy, and science and technology policy. Chapman is a columnist on technology and society for The Los Angeles Times, The Austin American-Statesman, and Texas Monthly magazine. In early 2000, he was named one of the "25 Most Powerful Texans in High Tech" by Texas Monthly. Chapman is also member of the selection committee for the Turing Award, the world's highest award in computer science. He is a frequent advisor on technology issues to the State of Texas. The 21st Century Project conducts research involving non-expert citizens, along with technology experts, who deal with important issues of public policy surrounding new technologies. Past and current research projects include bringing computers and the Internet to low-income citizens in Austin; investigating the use of "smart cards" in government services; and helping young people, especially teens, learn how to use the Internet responsibly. The 21st Century Project is also active in educating citizens about the policy controversies of new information technologies through public speeches, meetings, and seminars. |
