We hope
that this site provides both the background and the foresight necessary
to improve the implementation and understanding of Electronic Benefits
Transfer (EBT) in the State of Texas and beyond. The information on
this site was produced and compiled by an LBJ School Policy Research
Project (PRP) on Electronic Benefits Transfer, in coordination with
the State's Office of the Comptroller of Public Accounts.
Throughout
this site, you will find information about EBT programs as well as the
tools to determine if a public sector agency's programs are suited to
Electronic Benefits Transfer. The glossary should answer most of your
terminology questions, while the overview of state and federal programs
should provide examples of the technologies in current use. We have
also provided a list of links to various EBT, smart card, and finance
and policy sites which should serve as valuable reference guides.
This Web
site not only describes the technological and financial implications
of EBT systems for the State of Texas, but also the social and community
values affected by this new technology.Because societal values are reflected
in social policy, it is the responsibility of decision makers to ensure
that widely shared and important values will not be compromised in the
implementation of new technologies.
