Katrina and Rita public policy implications examined at LBJ School forum

Event: "Learning from Disaster: A Hard Look at Katrina and Rita," a two-day event examining of the policy implications of the 2005 hurricanes, featuring Austin Mayor Will Wynn; Stephen Verderber, Tulane professor of architecture and public health; economist James K. Galbraith, LBJ School professor; and Dave McIntyre, director of the Integrative Center for Homeland Security and professor Texas A&M University.

When: 6:15 p.m. - 9 p.m., Tuesday, Oct.18; 6:15 p.m. - 9 p.m., Wednesday, Oct. 19.

Background: This two-part event will bring together academics, government officials, nonprofit organization representatives, community leaders, and university students from the affected regions to discuss the policy implications of hurricanes Katrina and Rita. The forum will focus on what can be learned from past public policy responses relating to hurricanes as well as the outlook for the city of New Orleans and other affected regions.

Each evening session will feature a moderated panel and audience Q&A. Topics will include crisis management and emergency response, race issues, socioeconomic stratification, urban planning and the environment, the role of the Internet in responding to the crisis, charitable response, education, public health, the role of poverty, and the economic impact.

Day one will examine the successes and failures of the institutional responses to the hurricanes. Moderated by former U.S. Social Security Commissioner Kenneth Apfel, the panel will include Austin Mayor Will Wynn, Dr. Dave McIntyre, director, the Integrative Center for Homeland Security at Texas A&M University; Robert Scott, deputy director, Office of the Commissioner, Texas Education Agency; economist James K. Galbraith, LBJ School; and Tulane University student Keith Boyd, currently enrolled at the LBJ School.

Day two will examine the causes and implications of the disasters and identify the lessons learned. Moderated by UT Austin School of Architecture Dean Fritz Steiner, the panel will include Ana Sisnett, executive director, Austin Free-Net; Professor Robert G. Paterson, director, Community and Regional Planning, UT Austin School of Architecture; Professor Stephen Verderber, Tulane University School of Architecture and Department of Health Systems Management, who currently resides in Austin; Professor Kevin Foster, UT Austin College of Education; and Lauren Dimitry, UT Austin government student and New Orleans native.

Free and open to the public, this event is being organized by graduate students of the LBJ School of Public Affairs and the School of Architecture’s Center for Sustainable Development.
