Federal Budget and Trust Fund Institutions: Do They Matter in Measuring the Impact of Federal Highway Grants?

This paper examines how the budgetary features of the highway program in the United States affect the impact of federal highway grants on state and local government highway expenditure. It also provides insight in to the federal budgetary and grant policy that suggest ways for improving the impact of federal highway grants on state and local governments.
