This report comes about in response to an agreement among the three primary Texas agencies responsible for water resources in Texas-the Texas Water Development Board, the Texas Natural Resource Conservation Commission, and the Texas Parks and Wildlife Department-to promote coordinated management of the State's water resources and to deal more effectively with conflicts over competing water uses. The report supports the agencies in this process by reviewing innovations in other states across the nation and identifying incentives and barriers to adopting those innovations in Texas.
