Description: The Board of the former Foundation for Insurance Regulatory Studies in Texas (FIRST), now operating as an expert committee within the Austin Community Foundation, has sponsored the LBJ School of Public Affairs to conduct a Policy Research Project (PRP) on "Title Insurance in Texas."
Title insurance, an $18 billion-a-year business that insures titles of tens of trillions of dollars in mortgages, has become a crucial element in the mortgage crisis threatening the country with a recession. No real estate transaction can be completed without this unusual insurance product that has to be purchased by the borrower for the benefit of the lender. In any real estate transaction a lender providing a mortgage expects a certainty, called 'title insurance,' that a buyer will possess clear title confirming property ownership. Texas has the highest title insurance rates in the country; identical insurance policies can be obtained at a lower cost in any other US state or many provinces within Canada.
