National Academy of Public Administration
Elected as Fellow 1998

The National Academy of Public Administration is the preeminent organization dedicated to improving the performance of governance systems-the network of public institutions, nonprofit organizations, and private companies that now share in the implementation of public policy. As an independent, nonprofit organization chartered by Congress, the Academy responds to specific requests from public agencies and non-government organizations. The Academy also promotes discourse on emerging trends in governance through its Standing Panels and with external funding.

  • Co-chair, study panel "The Field Directorate of the Bureau of the Census," 2001-2002. Read the panel's report.
  • Advisor to the Center for Human Resources Management for NAPA study of the changing roles and responsibilies of federal managers, 2002
  • Made presentations on managing for results and future challenges at NAPA's 1998 and 2000 National Conferences in Washington, DC

National Academy of Social Insurance
Elected as Fellow 2001

The National Academy of Social Insurance (NASI) is a nonprofit, nonpartisan research and education organization made up of the nationŐs leading experts on Social Security, Medicare, and other social insurance programs.

  • Co-chair, study panel on "Uncharted Waters: Paying Beneftis from Individual Accounts in Federal Retirement Policy - Issues, Tradoffs, and Implications," 2001-2003.
  • Provided instructional services for the Bulgarian National Social Security Institute, Boravets, Bulgaria, December 10-13, 2001

The Council for Excellence in Government
Elected as Fellow 2001

The Council for Excellence in Government works to improve the performance of government at all levels; and government's place in the lives and esteem of American citizens. By utilizing its experienced staff, network of experts and members, and diverse partners, the Council helps to create stronger public sector leadership and management, driven by innovation and focused on results; and increased citizen confidence and participation in government, through better understanding of government and its role.

Association for Public Policy Analysis and Management
Elected to Policy Council 2002-2006

The Association for Public Policy Analysis and Management (APPAM) aspires to be the leading professional organization dedicated to blending the talents of researchers, educators and practitioners in the production, dissemination and application of analysis bearing on public concerns. The Association is and aims to remain much more than an interdisciplinary umbrella. Through APPAM, public policy analysis and management will continue evolving toward an integrated field of study that supports the applied professions that address societal problems and opportunities.

Chair, Special Committee on Practitioners:
This committee is charged to develop recommendations over the 2002-3 period regarding how the Association includes practitioners in its activities. The committee is paying careful attention to several issues:

  • How APPAM should define practitioners.
  • How APPAM includes practitioners in the annual fall conference (and implications for the structure of sessions).
  • How APPAM includes practitioners in its governance.
