Kelly is the Director of the Office of Conferences and Training at the Lyndon B. Johnson School of Public Affairs. Her duties include developing content and providing conference services for many annual conferences including programs in the areas of Ethics in Government and Human Resources Management.

She is also involved in a variety of professional development programs to serve the training needs of elected and appointed officials. Among these are the Pre-Session Legislative Conference, co-sponsored with the Speaker of the House as an orientation for newly elected members of the Legislature and the Seminar for Newly Elected County Judges and County Commissioners. In addition, her office provides training in the areas of Governmental Accounting and Public Purchasing to enhance the professional development of public servants.

Another important role that Kelly plays is in the area of programming for national public policy issues. Kelly works with LBJ School faculty to bring together public policy experts, elected and appointed governmental leaders and citizens to discuss issues of national concern. Examples of these programs include Medicare Past, Present, and Future; Aging in the Americas; and The Future is Now: the Hispanic Impact on American Politics and Government.

Kelly is proud of the International Programs that she has developed and administered during her tenure at the LBJ School. She has developed annual programs with The Electrical Resources Institute of New Delhi and the Indian Institute of Management, Ahmedabad. She recently developed a program to introduce members of the government of Paraguay to the Texas budget process.

In her thirteen years at the University of Texas, Kelly has gained a great deal of experience in the areas of Adult Education and Event Planning in a variety of positions. She holds a BBA in Management and is also certified in the use and delivery of the Myers-Briggs Type Indicator. Kelly has also spoken at Human Resources Conferences on the Generational Differences in the Workplace.
