This paper discusses the importance of considering the potential impact of structural development and infrastructure on the environment in the decision-making process and subsequent project implementation. It compares the rules and practices in addressing environmental concerns in the U.S. and the European Union (EU) and looks at how the U.S. experience can be applied to the EU. The findings in this paper are based on an intensive literature review of Texas state and U.S. government and Congressional documents as well as the views and experiences of experts and practitioners in the field.
