Advancing Community Policing: An Evaluation of Demonstration Programs in Austin, Texas, 1999-2001

Based on the evaluation report for the City of Austin's demonstration project, "Advancing Community Policing, 1999-2000", the primary components of this demonstration project were introduction of neighborhood problem-solving police officers known as District Representative (DR) officers and development of a Citizen Academy for Problem Solving (CAPS). The evaluation study used primarily qualitative data and interpretive methods of analysis. Qualitative data about the values, roles, relationships, communicative practices, and institutional structures affecting and affected by community policing programs were sought through a variety of data collection techniques including participant observation, passive observation, interviews, and analysis of documents. This book also includes a response to critiques from the Austin Police Department.
