Executing Government Transformation: Case Studies of Implementation Challenges

Project directed by Kevin M. Bacon and Robert H. Wilson. Executing Government Transformation: Case Studies of Implementation Challenges was prepared as a policy research project by a team of students in the Masters of Public Affairs program at the LBJ School of Public Affairs. The research for this project was underwritten by a grant from Deloitte Consulting LLP as part of its effort to improve understanding of the challenges of implementing government reform programs. The research team that prepared this report is solely responsible for its content.

The project presents five case studies of efforts to institute significant reforms of government programs at the federal and state levels. The cases include: human resources outsourcing programs in Texas and Florida; public-private partnerships for highway construction in Texas; the Texas Sunset Commission process for reviewing government programs; a comparison of the Texas Performance Review with the California Performance Review; and, a comparison of major government reform efforts including the Hoover Commission, Grace Commission, the National Performance Review and selected state government reform initiatives. An effort was made to synthesize the results of the various case studies to identify successful strategies to address the challenges of major government reform programs.
