Anderson began on the staff of the university's Bureau of Municipal Research and later became its assistant director. From 1950 to 1970 he was assistant director, acting director, and director of the Institute of Public Affairs, which succeeded the bureau and then later was merged into the operation of the LBJ School.
From 1970 to 1987 he served as the director of the LBJ School's Office of Conferences and Training, where he implemented an array of continuing education and professional development programs for Texas public officials, many of which continue today. In 1987 Anderson left his administrative post and returned to teaching.
Anderson has authored and coauthored numerous publications. He founded and for many years served as editor of the Public Affairs Comment, the School's periodical.
His fields of teaching and research include public management and finance, state/local/urban affairs, and health policy.
Outside UT Austin, Anderson has regularly held public service assignments that include consultancies to numerous governmental entities and appointments to advisory and study commissions at all levels of government.
