Description: A strong democracy implies that sound policy emerges from open, inclusive processes that actively engages citizens in politics and civic affairs. We further presume that those most affected by policy decisions have substantive, meaningful roles in making the decisions. This course explores these assertions by examining two key issues. The first is the institutional and associational arrangements that have proven most effective at home in affirming meaningful participation in the policy process. The second is how we might compare our ongoing experiment in democracy at home with our effort to ?democratize? other nation-states.

A key objective throughout the course is to see when and under what conditions we have successfully expanded participation in the policy process in the United States.
