CONCLUSION
This report concludes the work of the U.S. Commission on Immigration Reform.
Together with our three interim reports, this final set of recommendations provides a framework for immigration and immigrant policy to serve our national interests today and in the years to come. The report outlines reforms that will enhance the benefits of legal immigration
while mitigating potential harms, curb unlawful migration to this country,
and structure and manage our immigration system to achieve all these goals.
Most importantly, this report renews our call for a strong commitment to
Americanization, the process by which immigrants become part of our community
and we learn and adapt to their presence. Becoming an American is the theme
of this report. Living up to American values and ideals is the challenge
for us all.
