In the North Carolina Law Review, he published a 2007 article examining whether U.S. restrictions on philanthropic giving in the aftermath on September 11, 2001 may undermine our "soft power" and adversely affect our ability to enhance the reputation of the United States. This event was also co-sponsored by the Strauss Center.
