DESCRIPTION:The LLILAS Speaker Series presents Dr. James Holston, Dept. of Anthropology (UC Berkeley), who will present the talk "Insurgent Citizenship in an Era of Global Urban Peripheries." 

The extraordinary urbanization of the twentieth century produced urban peripheries of devastating poverty and inequality in cities worldwide.  Yet, in the last few decades, combining with aspects of global democratization, it has also generated movements of insurgent citizenship. As a result, the contemporary metropolis is the site of massive collisions between complexly warring forces of exploitation and dispossession--which have generally triumphed--and increasingly coherent, yet still fragile and contradictory, recent movements for new kinds of citizen power and social justice.  

This talk examines the entanglements of these insurgent citizenships both with entrenched systems of inequality and with new forms of destabilization and violence.  Using the case of Brazil, it argues that these clashes entail conflicts of alternative formulations of citizenship and that sites of metropolitan innovation often emerge at the very sites of metropolitan degradation.

DESCRIPTION:The Union Carbide Chemical Disaster in Bhopal, India, killed more than 23,000 people due to a catastrophic gas leak and ongoing water contamination in this central Indian city. This year marks the twenty-fifth anniversary of the horrific night in 1984 when a toxic cloud of methyl isocyanate enveloped the sleeping city. The anniversary is a celebration by Bhopal survivor groups and their allies, and of twenty-five years of courage in the face of corporate crime. 

Two sixteen-year-old youth organizers from Bhopal, and senior activists Rachna Dingra and Satinath Sarangi, will be touring the United States and Canada this April and May. The tour is being hosted by the International Campaign for Justice in Bhopal. ICJB is a coalition of survivors' groups and allies around the world working for justice and a life of dignity for the survivors of the Bhopal Disaster, and for a toxic-free future for us all. 

The campaign and tour are committed to "No More Bhopals" - exposing the great need for more effective regulation to protect marginalized communities from chemical harm. The Bhopal campaign hopes to gain North American NGO and government support for holding Union Carbide's parent, Dow Chemical, responsible for the ongoing toxic disaster in Bhopal and cleaning it up.

DESCRIPTION:Dr. Mohsen Kadivar is associate professor at the Iranian Institute of Philosophy in Tehran. Kadivar will spend the 2009-2010 academic year as a visiting professor of Religious Studies at Duke University, teaching undergraduate and graduate courses on ethics in contemporary Iran, Islamic political theory and Islamic philosophy and jurisprudence. Kadivar studied Islamic jurisprudence and philosophy at the Qom Seminary, and went on to receive a doctorate of philosophy and theology in Tehran. He has written more than 13 books reconciling Islamic traditions and modern democracy. 

Kadivar's writing on the theology of freedom has been critical of the doctrine of Velayat-e Faqih (Rule of the Supreme Jurist), an innovation in Shi'te political thought instituted in Iran by Ayatollah Khomeini in 1979, calling into question the religious authenticity of this form of autocratic rule. In 1999, Kadivar was convicted by the Special Court for Clergy and sentenced to eighteen months in prison on charges of having spread false information about Iran's "sacred system of the Islamic Republic" and of helping enemies of the Islamic revolution. 

The discussion will take place in Persian.

Dr. Victoria Velkoff is the assistant division chief of the Estimates and Projections Area in the Census Bureau's Population Division. Her area produces and disseminates population estimates for the nation, states and counties of the United States on an annual basis. Her area also produces population projections for the United States. 

Enrique Lamas is the director of the Population Division at the U.S. Census Bureau. The Population Division produces and analyzes information on the population of the United States and countries around the world, and their demographic, geographic and other characteristics. The division oversees the planning, collection, processing and distribution of population data obtained from censuses, surveys, and administrative records.

For fifteen years, Morris has reported on the impact of the country's long-running guerrilla war on the most marginalized members of Colombian society, including its peasants, Afro-descendants and indigenous peoples. His exclusive eyewitness accounts have won him the 2007 Human Rights Watch Defender Award in 2007 and the International Press Freedom Award in 2006, as well as intimidation and death threats.

DESCRIPTION:As deputy director for management at the Office of Management and Budget (OMB) from 2003 thru 2008, Clay Johnson led what most informed observers consider to be the most successful reform of the federal government's management practices in modern times. As executive director of the Bush-Cheney Transition in 2000-2001, he organized and led what most students of such matters believe to be the most successful American presidential transition in recent memory. He also worked closely with Governor and President George W. Bush to select and recruit the senior officials for his administrations, and served as Governor Bush's Chief of Staff. Johnson is respected for his accomplishments in Washington by critics and supporters alike, and by his predecessors and successors.

Prior to his government work, Johnson served as president of the nationally prominent Horchow and Neiman Marcus mail order companies. He also held management positions at Pepsico, Citicorp and the Dallas Museum of Art. He has a BS degree in Administrative Sciences from Yale University and an MS degree from MIT's Sloan School of Management.

Amrita Shah is a well-known journalist and non-fiction writer who may be best known for her regular column in one of India's largest dailies, The Indian Express, where she is contributing editor. She has been associated with various Indian and international publications including Time-Life News Service. She has edited features magazines Debonair and Elle.

She is the author of "Hype, Hypocrisy and Television In Urban India" (1997) and "Vikram Sarabhai - A Life" (2007). She is currently working on a book on the Indian city of Ahmedabad for which she has received a New India Fellowship.

Ordinarily resident in Mumbai, Shah is at present a Fulbright Fellow/Visiting Scholar at the Institute for Public Knowledge, New York University.

DESCRIPTION:Based on Professor Elizabeth Perry's current book-in-progress, this talk will probe the meaning of the Chinese Communist revolution - as it was once experienced and as it has been interpreted and reinterpreted over the ensuing years. Focusing on the remarkable efforts of Mao Zedong and his comrades to educate and mobilize the coal miners of Anyuan in the 1920s, the speaker will trace the ways in which this original "Anyuan revolutionary tradition" was obscured and distorted over the years to serve a variety of personal, political and pecuniary agendas.  

Colorfully illustrated with dozens of historical and contemporary visual images, this talk uses the example of Anyuan to try to recover the possibility of alternative revolutionary paths, driven less by class struggle and cults of personality than by the quest for human dignity through grassroots organization.

DESCRIPTION:Speaker Omar Freilla grew up in the South Bronx and returned home after earning a master's degree in environmental science from Miami University in Ohio. He worked as transportation coordinator for the New York City Environmental Justice Alliance and program director for Sustainable South Bronx before founding Green Worker Cooperatives in 2003. Freilla, who also is a board member of the U.S. Federation of Worker Cooperatives, was awarded the 2007 Jane Jacobs Medal for New Ideas and Activism, sponsored by the Rockefeller Foundation.

Green Worker Cooperatives is a South Bronx-based organization dedicated to incubating worker-owned and environmentally friendly cooperatives. In response to high unemployment and decades of environmental racism, the group creates new ways people can earn a living without polluting the earth or exploiting human labor. One goal of the organization is to turn the estimated 10,000 tons of construction waste that ends up in waste transfer stations in the Bronx each year into green-collar jobs for local residents. The group's first cooperative project is ReBuilders Source, a retail warehouse for surplus and salvaged building materials recovered from construction and demolition jobs.

Her extensive list of Time cover stories includes the now-iconic "How the Right Went Wrong," a look at how political conservatives lost their footing, which featured a crying Ronald Reagan as its cover image (March 2007).

Tumulty, who was named national political correspondent in 2001, has also written profiles of Barack Obama, Hillary Clinton and Mitt Romney, as well as dozens of stories about the 2008 presidential campaign from Washington and from the campaign trail. She has also held positions with Time as congressional correspondent and White House correspondent.

DESCRIPTION:The global food crisis of 2008 led to increased food prices, decreased availability and widespread social and political unrest, particularly in poor and developing countries. Experts worldwide have speculated on the causes and long-term effects of such a crisis, citing reasons varying from population growth to increasing use of biofuels in developed countries. 

Having worked and reported from the very grass roots of agriculture in India, one of the countries most vulnerable to food shortages and crisis, Devinder Sharma will present his perspective on how the systematic corporatization of agriculture threatens livelihoods and food security worldwide.

Sharma is an award-winning Indian journalist, writer, thinker and researcher, well-known and respected for his views on food and trade policy. He was trained as an agricultural scientist and holds a master's degree in plant breeding and genetics. Sharma quit active journalism to research policy issues concerning sustainable agriculture, biodiversity and intellectual property rights, environment and development, food security and poverty, biotechnology and hunger, and the implications of the free trade paradigm for developing countries.

* Jenna Cullinane, who conducted field research in conjunction with Makerere University on community colleges in Uganda;
* Amanda Dillon, who worked with A Glimmer of Hope, a nonprofit foundation dedicated to poverty alleviation and social enterprise development in Ethiopia, researching work and reporting standards;
* Bonnie Doty, who also worked with A Glimmer of Hope to conduct an analysis of the organization's microfinance projects in Ethiopia;
* Maria Garcia, who worked with CHF International on a program to fight AIDS, tuberculosis and malaria in Honduras;
* Emily Joiner, who worked with the International Accountability Project (IAP) in Peru, conducting a case study of an International Finance Corporation-funded development project;
* Dianna Long, who worked with Pure Love Expressed Healthcare International, an organization in Kenya that aims to provide HIV-positive mothers with alternative feeding options for their babies;  
*Sarah Williams, who worked with the Uganda Village Project, conducting assessments to address each community's healthcare needs, including HIV/AIDS and malaria prevention, obstetric fistula outreach, health education and safe water.

DESCRIPTION:If Texas were a country, it would be the world's eighth largest emitter of the greenhouse gas carbon dioxide (CO2).

If you would like to voice your support for reducing emissions of CO2 here's how you can help:

People all over the world are coming together to create an International Day of Action on Saturday, Oct. 24, through the Web site <a href="http://www.350.org/Austin350Movement">350.org</a>.

The goal is to take a united stand to get the planet - and ourselves - back to sustainable levels of carbon dioxide in our atmosphere.  Scientists say that 350 parts per million (ppm) of CO2 in the atmosphere is the safe limit for humanity. Currently, the planet has 386 parts per million of CO2 - and this number is rising by about 2 ppm every year.   

Show your support locally by getting moving for climate solutions!

THE PLAN:
At 3:50 p.m. we'll gather at the base of the UT Tower on the South Mall. Shortly thereafter we will walk toward the Capitol building. Bikes, kids, dogs, moms, dads neighbors, Republicans, Democrats, young, old ... ALL are encouraged to participate.

Once we make it to the Capitol, a group photograph will be taken to document our support of the 350 mission. This image will be provided to the 350.org team so they can use it to show world leaders that we want the 350ppm target included in the UN Climate Treaty negotiations this December.

DESCRIPTION:This symposium will present the findings of the study "Forgiveness, Resiliency and Survivorship Among Holocaust Survivors," led by Dr. Roberta Greene, who holds the Louis and Ann Wolens centennial chair in gerontology and social welfare in the School of Social Work at The University of Texas at Austin. 

Greene's three-year study, funded by the John Templeton Foundation, replicated another one originally conducted in Israel. Her team interviewed Holocaust survivors living in Texas, New York, New Jersey, California, Minnesota and Washington, D.C. 

Greene and Dr. Marilyn Armour, associate professor of social work, are principal co-investigators of the study. They will be joined by invited panelists, some of whom are Holocaust survivors, who will report and discuss the research results, which provide a better understanding of how the powers of forgiveness and natural healing contribute to recovery following trauma. They will also discuss how the research results can be applied to clinical practice.

Aída Hernández Castillo, professor, Centro de Investigaciones y Estudios Superiores de la Antropología Social, Mexico, will discuss the policies of the criminalization of social protest and the criminalization of poverty promoted by the Mexican government in the last decade, based on the experience of indigenous women incarcerated in a women's prison in the state of Morelos in Mexico.

"An Unlikely Weapon" is an award-winning documentary about the life of acclaimed photojournalist Eddie Adams, whose photographic archive was recently donated to the Briscoe Center by his widow, Alyssa Adams. The film explores Adams's career, notably the complex legacy of his most famous image, "Saigon Execution," which won the Pulitzer Prize. Narrated by Keifer Sutherland, the film features extensive interviews with Eddie Adams, his family and friends, and his colleagues, including Tom Brokaw, Peter Jennings, David Hume Kennerly, Morley Safer, Nick Ut, Bob Schieffer, Hal Buell, Kerry Kennedy and Gordon Parks.

DESCRIPTION:The Robert S. Strauss Center for International Security and Law invites you to "Terrorism and Criminal Justice on Trial: A U.K. Perspective," with Clive Walker, professor of criminal justice studies at the University of Leeds. 

The United Kingdom's complex anti-terrorism strategy comprises several strands, represented by criminal justice prosecution on one side and executive responses beyond criminal justice on the other. Professor Walker will argue that criminal justice is the preferable response but that inevitable strains will arise that put at issue the fundamental values of criminal justice. Criminal justice itself goes on trial when the subject matter is terrorism. 

Clive Walker has written extensively on emergency issues, with many published papers not only in the United Kingdom but also in several other countries, especially the United States, where he has been a visiting professor at George Washington University and Stanford University. His books have focused upon terrorism and include "The Anti-Terrorism Legislation" (2nd ed., 2009). In 2003, Walker was a special adviser to the U.K. Parliamentary select committee, which was considering what became the Civil Contingencies Act of 2004.

DESCRIPTION:Greg Lukianoff is the president of the Foundation for Individual Rights in Education (FIRE), a non-profit group dedicated to the preservation of free speech rights for all college students.

Mr. Lukianoff will deliver a speech titled "Unlearning Liberty," on how speech codes and censorship are failing to teach students how to live in a free society.

Currently, the University of Texas at Austin has a red-light rating from FIRE, meaning that UT has at least one policy that both clearly and substantially restricts freedom of speech. A "clear" restriction is one that unambiguously infringes on what is or should be protected expression. In other words, the threat to free speech at a red-light institution is obvious on the face of the policy and does not depend on how the policy is applied. A "substantial" restriction on free speech is one that is broadly applicable to important categories of campus expression.

Mr. Lukianoff will discuss what UT has done to earn this designation and more when he comes to campus. You won't want to miss it.

Nov. 3: Blair Burns, International Justice Mission (IJM). IJM is a human rights agency that secures justice for the victims of slavery, sexual exploitation and other forms of violent oppression. IJM lawyers, investigators and aftercare professionals work with local governments to ensure victim rescue, prosecute perpetrators and promote functioning public systems. 

Nov 4: Vinoth Ramachandra of International Fellowship of Evangelical Students (IFES), holds a B.Sc. and Ph.D. Degrees in nuclear engineering from the University of London. Vinoth lectures at universities, colleges and theological conferences worldwide. IFES is an international Christian federation of about 150 autonomous national, university student organizations.

DESCRIPTION:The Robert S. Strauss Center for International Security and Law invites you to "U.S. Strategy Beyond Counterinsurgency" with Celeste Ward, senior defense analyst at the RAND Corporation.

Over the last few years, the theory and doctrine of counterinsurgency have effectively become the dominant framework for conceptualizing current wars and the future of warfare. But the unquestioned acceptance of counterinsurgency theory and its implicit assumptions threaten to lead the United States dangerously astray. Celeste Ward will argue that Iraq should not appropriately be described as a counterinsurgency, that the surge was not an application of the doctrine in any case and that it accomplished less than has been described by many.

Celeste Ward is a senior defense analyst at the RAND Corporation. Prior to joining RAND, she was the deputy assistant secretary of defense for Stability Operations Capabilities in the Office of the Secretary of Defense from Aug. 2007 to Jan. 2009. She joined DoD from her second tour in Iraq, where she served for all of 2006 as the political-military adviser to the MNC-I commander, Gen. Peter W. Chiarelli. She also served in Iraq from Nov. 2003 to June 2004 with the Coalition Provisional Authority, where she assisted in the creation and stand-up of the Iraqi Ministry of Defense.

Admiral James Stavridis is an accomplished author and has written extensively on topics of leadership and international relations. He is a 1976 distinguished graduate of the U.S. Naval Academy, the Fletcher School of Law and Diplomacy at Tufts University, where he earned a master's of art in law and diplomacy as well as a Ph.D. in international relations, and a distinguished graduate of both the Naval and National War colleges.

DESCRIPTION:In his new book, "Empire of Illusion: The End of Literacy and the Triumph of Spectacle," Pulitzer Prize-winning journalist Chris Hedges charts the dramatic and disturbing rise of a post-literate society that craves fantasy, ecstasy and illusion. He argues that we now live in two societies: One, the minority, functions in a print-based, literate world, which can cope with complexity and can separate illusion from truth. The other, a growing majority, retreats from a reality-based world into one of false certainty and magic. Hedges looks at trends in entertainment, education and public life to describe an age of terrifying decline and heightened self-delusion.

After earning a degree from Harvard Divinity School, Hedges embarked on a reporting career that began in 1983 in El Salvador. After six years in Latin America, he spent seven years in the Middle East, most of them as the bureau chief for the "New York Times." He also covered the wars in Bosnia and Kosovo, before joining the Times' investigative team covering terrorism. 

Hedges left the paper to become a senior fellow at The Nation Institute, write books and teach. He is the author of "War Is a Force That Gives Us Meaning" (2002); "What Every Person Should Know About War" (2003); "Losing Moses on the Freeway" (2005); "American Fascists: The Christian Right and the War on America" (2007); "I Don't Believe in Atheists" (2008); and "Collateral Damage: America's War Against Iraqi Civilians" (2008, with Laila Al-Arian).

DESCRIPTION:The Robert S. Strauss Center for International Security and Law invites you to "What I Learned (and Un-Learned) at the Financial Crisis" with Mark Blyth, professor of international political economy, Brown University. Lunch will be provided.

As part of the investigative Anglo-German Warwick Commission on International Financial Reform, Professor Blyth conducted a series of elite interviews in London, New York and Washington, D.C., during the recent financial crisis. He will discuss what he found out in these sessions concerning the less obvious causes of the crisis, and likely regulatory outcomes in the United States and the European Union.

Mark Blyth is professor of international political economy in the Department of Political Science at Brown University. His research interests fall into three main areas:  how ideas get into policy; how we understand change in complex systems, especially financial systems; and the politics of global finance more generally. He is the author or editor of several books, including "Great Transformations: Economic Ideas and Institutional Change in the Twentieth Century" (2002) and, most recently, "Constructing the International Economy: (with Rawi Abdelal and Craig Parsons, 2010).

DESCRIPTION:Bernardo Alvarez Herrera, ambassador of the Bolivarian Republic of Venezuela to the United States, will discuss the future of the U.S.-Venezuela relations and their impact on foreign affairs within the Americas.         

Bernardo Alvarez Herrera became ambassador of the Bolivarian Republic of Venezuela to the U.S. in 2003. After five years of service in Washington, on Sept. 11, 2008, he was recalled to Caracas after Venezuela expelled the U.S. ambassador there in solidarity with Bolivia during a diplomatic dispute with the Bush administration. Upon his return to Venezuela, he was appointed toe head his nation's delegation to UNASUR (Union of South American Nations) to investigate ongoing threats to the Bolivian government. He was later appointed president of the Bank of ALBA (Bolivarian Alliance for the Americas), an alternative trade organization created to support the social and economic development projects of its member states.

Less than a year later, on June 26, 2009, Ambassador Alvarez became the first foreign ambassador in U.S. diplomatic history to be reinstated by Washington (along with his U.S. counterpart in Caracas) as  the Chavez and Obama administrations moved to normalize relations. He currently serves as the dean of the Latin American diplomatic corps in Washington, having served longer in his post than any of his regional counterparts.

DESCRIPTION:Professor Andrea Smith presents "Lives of Indigenous Women in a 'Post-Racial' and 'Post-Feminist' World." Smith teaches in the Department of Media and Cultural Studies at the University of California-Riverside. Well known for both her academic and activist work, Smith combines careful scholarship and a commitment to community engagement. In her lecture she will analyze the realities of white supremacy and patriarchy as they play out in the lives of indigenous women in the United States. 

Smith is the author of "Native Americans and the Christian Right: The Gendered Politics of Unlikely Alliances" (2008) and "Conquest: Sexual Violence and American Indian Genocide" (2005). She is also the editor of "The Revolution Will Not Be Funded: Beyond the Nonprofit Industrial Complex" (2009) and co-editor of "The Color of Violence: The Incite! Anthology" (2006). Smith is a co-founder of Incite! Women of Color Against Violence, a national activist organization of radical feminists of color advancing a movement to end violence against women of color.

What began as anger over election fraud exploded into protests of millions of people in the streets of Iran's cities, animated by social and economic grievances and raising the possibility of revolutionary change.

Professor Snehal Shingavi will give a talk with focus on the dynamics of the struggle in Iran against Ahmadinejad, and the labor movement since the 1979 revolution.

DESCRIPTION:This talk will be presented by Dr. Francisco Thoumi, Tinker visiting professor at the Teresa Lozano Long Institute of Latin American Studies. Professor Thoumi will be joined by Luis Astorga, researcher, Instituto de Investigaciones Sociales, UNAM.

Francisco Thoumi studied economics at the Universidad de los Andes in Colombia and has a Ph.D. in economics from the University of Minnesota. After his studies, he worked in high-profile academic positions at the California State University and the George Washington University and held important positions within the Inter-American Development Bank and the World Bank. Furthermore, he worked as a chief within the National Planning Department of Colombia. During his career, Mr. Thoumi has evolved as an expert, researcher and writer on drug policy issues. Among several positions in this field, he worked between 1999 and 2000 as a research coordinator for the former United Nations Office on Drug Control and Crime Prevention under their Global Programme Against Money Laundering, and between 1993 and 1996 as a regional coordinator under United Nations Drug Policy's UNDP Research Programme on the Economic Effects of the Illegal Drug Industry in Bolivia, Colombia and Peru.

DESCRIPTION:Sponsored by the Health and Human Rights Working Group of the Bernard and Audre Rapoport Center for Human Rights and Justice, this year's conference will explore aspects of the global HIV/AIDS pandemic that concern issues of public memory, human rights, documentation and representation. A lunchtime poster session will highlight the work of student researchers and Face AIDS Austin.

After the conference, the Center for Women's and Gender Studies will screen the award-winning documentary "Where the Water Meets the Sky" at 4:45 p.m. in the Glen Maloney Room (SSB G1.310). This documentary tells the story of a group of women in rural Zambia who make a film about the plight of young women orphaned by AIDS.

DESCRIPTION:On December 7, the United Nations Climate Conference will convene in Copenhagen, Denmark to draft a new global climate treaty. As the world begins to feel the effects of climate change, it is increasingly important that the UN create a fair, ambitious and binding climate treaty. Also imperative is the need to pass a climate bill in the United States. 

Show your solidarity for climate change action by joining OxfamUT and the Texas Sierra Club as we phone bank for the climate! We'll be calling Sierra Club members in other states and asking them to contact their Senators, in turn asking their Senators to vote for President Obama's climate bill. We'll be using headsets and Skype - so we ask that you bring your laptops!

DESCRIPTION:This year the Center for Politics and Governance's Perspectives series is hosted by Evan Smith, CEO and editor-in-chief of the "Texas Tribune." Lunch will be provided.

Our guest, Wallace Jefferson, was appointed chief justice of the Texas Supreme Court on Sept. 14, 2004, by Gov. Rick Perry. He succeeded former Chief Justice Thomas R. Phillips as the 26th chief justice in Texas.

Chief Justice Jefferson was elected in August 2008 to be first vice president of the Conference of Chief Justices, and is scheduled to lead the organization as its president in 2010. The conference is an association of chief justices from each of the 50 states and the U.S. territories. As president, Chief Justice Jefferson will be chair of the National Center for State Courts, a policy and resource organization in Williamsburg, Va.

Governor Perry first appointed Jefferson to the court in March 2001 and he was elected in November 2002 before becoming chief justice in 2004.

Jefferson joined the court from private practice in San Antonio. As a partner in the appellate-specialty firm Crofts, Callaway & Jefferson, he successfully argued two cases before the United States Supreme Court. He is a graduate of the James Madison College at Michigan State University and the University of Texas School of Law.

His appointment as chief justice was confirmed unanimously by the Texas Senate on Mar. 9, 2005. He was elected chief justice in 2006 and re-elected to a full term in 2008. His term ends December 31, 2014.
