08RFQ0002 - WEL - ROBERT A. WELCH HALL NORTH PLAZA IMPROVEMENTS

Project Summary

This RFQ includes the following:

This RFQ is issued to select a Professional Services Provider, PSP, to assemble and lead a project team consisting of an Architect, Landscape Architect and MEP Engineers. Higher Educational and Institutional open space design and development experience is a plus. A structural engineer is on board for a related project to waterproof the courtyard’s underlying structure which is above occupied space and, to install new surfacing and drainage for the courtyard and will be a member of this PSP team. This waterproofing and surfacing effort will be performed under a separate contract. Careful coordination between that effort and this courtyard improvements effort will be required regarding the surfacing design and materials, and any sub-surface structural requirements of the improvements’ design and materials.

This team will conduct a feasibility study that results in a proposal and cost estimate for an innovative design that will address issues the client has with the existing inner or “north” courtyard of Robert A. Welch Hall. This courtyard, bounded on all four sides by masonry veneer buildings, suffers from little or no air movement and high temperature during the hot weather season rendering the space almost un-useable.

The College wishes to achieve a design for the courtyard that provides air movement and is a cooler “user friendly” environment during hot weather. The proposed design shall  follow the UT Master Plan guidelines for landscaping and hardscape and have a sensitivity to the immediate, campus and regional hill country “settings”. It should assume a “starting from scratch” approach meaning all existing above surface structures; hardscape and landscape are to be removed. Additionally there must be provisions for storm water drainage, water, sanitary and electrical service for concession facilities.

As part of the feasibility study provide an estimate of construction cost, based on the proposed design and with a budget ceiling of $1,500,000, for the above-surface courtyard work.
