ART IN PUBLIC SPACES
A. Policy Statement
Art in public spaces controlled by The University of Texas at Austin should serve to educate and enrich the lives of the students, faculty, staff, alumni, local community, and visitors.
B. Scope
The University will review all artwork as defined below that is proposed for installation in public spaces, prior to its purchase, commissioning, or donation.
C. Definitions
The University shall refer to The University of Texas at Austin.
Public spaces shall refer to sites exterior to buildings, unenclosed interior spaces, e.g., stadia and atria, and enclosed interior spaces, with the exception of spaces such as conference rooms and personal offices that do not serve as reception areas for the public.
Sites shall refer to the main campus, the Pickle Research Center, the Brackenridge Field Laboratory, the Stengl Lost Pines Biological Station, the McDonald Observatory, the Marine Science Institute, and any other locations that are the property of the University and to which the public has access.
Artwork shall refer to two- or three-dimensional works of art created or considered for installation in public spaces so long as they are not associated with acquisition activities of the Jack S. Blanton Museum of Art, the Humanities Research Center, and of other curated and archived exhibitions and collections. Artwork included in temporary exhibits that are located in spaces controlled by these units or other units of the University are not subject to this policy.
Requesting Unit shall refer to the college, school, or unit on campus that is requesting approval.
D. Funding
As a goal, 1–2% of the capital cost of new construction or major renovation of academic teaching and research facilities, administrative, or any general purpose building on Main Campus should be allocated to the acquisition of artwork commissioned by the University.
E. Approval Process
1. Proposals for acquisition of artwork, whether commissioned or donated, must be made by the requesting unit via the Office of the Vice President for Employee and Campus Services (VPECS).
2. The VPECS will refer the proposed project to the Faculty Building Advisory Committee (FBAC) for consideration by its Subcommittee for the Review of Artwork (SRA), whose members will be selected as specified below in Section F.
3. The chairperson of the SRA, in collaboration with the VPECS and other relevant parties, e.g., the Office of the Vice President for Resource Development, will assemble the documents necessary for the SRA to review the proposal for its quality, appropriateness, location, and cost of maintenance, among other criteria. In the case of commissioned artwork and independent of its source of funding, the review will include review/selection of the artist.
4. Except for the case of artwork to be located exterior to a building or in an unenclosed interior space, the SRA will provide to the VPECS a report regarding the proposed project that includes the vote of the SRA on the proposal.
5. In the case of artwork to be located exterior to a building or in an unenclosed interior space, the chairperson of the SRA will provide a report to the FBAC that includes the vote of the SRA on the proposal. The FBAC will be responsible for submitting a report to the VPECS regarding the proposal.
6. The VPECS will transmit the recommendation of the SRA and/or FBAC to the Facilities and Space Council (FSC), which will make the final decision on the proposal on behalf of the University.
7. If regental approval is necessary, the process for approval set forth by the Board of Regents will be followed.
8. Decisions by the FSC and/or the Board of Regents will be communicated by the VPECS to the requesting unit. If the proposal involves artwork to be donated, the Office of the Vice President for Resource Development will be responsible for notifying the donor of the FSC and/or the Board of Regents' decision.
9. Proposals for relocating existing artwork that fall under the aegis of this policy must follow the same protocol (through step 6) as new artwork.
F. Selection of the Subcommittee for the Review of Artwork (SRA)
1. There will be six members with vote, namely the chairperson of the SRA, the representatives from the FBAC, a student, and representatives from the School of Architecture and the Jack S. Blanton Museum of Art.
a. The chairperson of the FBAC will appoint the chairperson of the SRA, who will be a faculty member of the Department of Art and Art History.
b. The chairperson of the FBAC will appoint two of its members to serve on the SRA.
c. The chairperson of the FBAC will either designate a student representative to the FBAC to serve on the SRA or request that the president of the Student Government designate a student appointee to the SRA.
d. The Dean of the School of Architecture and the Director of the Jack S. Blanton Museum of Art will each appoint a member of the SRA.
2. On an ad hoc basis, the chairperson of the SRA may designate other individuals as consultants to the subcommittee. These consultants should have expertise in the type of artwork under consideration and may be drawn, for example, from the faculties of the Department of Art and Art History and the School of Architecture, and the staff of the Jack S. Blanton Museum of Art.
3. If the artwork is to be placed within or in close proximity to an existing building or one being newly constructed, the chairperson of the SRA will appoint to the subcommittee on an ad hoc basis one or more representatives of the unit(s) occupying the building.
4. If the artwork is to be placed within or in close proximity to a newly constructed building, the architectural firm responsible for the design of the building will be entitled to appoint one non-voting representative to the SRA.
G. General Guidelines
1. Statues and sculptures to be installed in exterior spaces or unenclosed interior spaces must be placed in a location identified in the campus master plan for statuary and sculptures.
2. Installation of statues honoring living individuals is prohibited.
3. Statues of individuals can be no greater than life-size.
4. The FSC is authorized to make exceptions to the General Guidelines when such exceptions serve to promote the purpose of this policy.
