CHAPTER 3. FACULTY AND ACADEMICS

Subject: FACULTY RECRUITING DEADLINE, APPOINTMENT OFFERS, ACCEPTANCES AND DECLINATIONS

Faculty members at other institutions should not be offered employment at The University of Texas at Austin after May 1 for services to commence with the fall semester, unless permission has been requested by the Executive Vice President and Provost and granted by the responsible administrative officer of the prospective faculty member’s current institution.

No formal offer of appointment to the faculty member may be extended until a Prior Approval Request has been submitted by the college/school and approved by the Dean and/or the Executive Vice President and Provost, as appropriate. A draft of the proposed offer letter shall accompany the Prior Approval Request (PAR) to the Office of the Executive Vice President and Provost. Letters extending a formal offer of appointment to the faculty of The University of Texas at Austin must be accompanied by the statement INFORMATION FOR NEW FACULTY, issued by the Office of the Executive Vice President and Provost (copies attached).  Attachment A is to be used for tenured and tenure-track offers, and Attachment B for non-tenure track offers. The original response to the offer shall be sent to the Provost’s Office, Main Building 201 (G1000). A faculty member’s name can not be included in the hiring unit’s budget (or placed on the Roster), or an appointment processed, until the Prior Approval Request has received final approval, a formal offer has been extended, and a letter of acceptance has been received from the candidate.

Where the offer of appointment is to a non-tenure track faculty title, the offer letter must state that the appointment is for the stated period of appointment only and without tenure.  All letters of offer must include a statement as follows:

All appointments to the faculty are subject to confirmation by the Board of Regents of The University of Texas System.  Faculty members are subject to the relevant provisions of the Rules and Regulations of the Board of Regents and the Handbook of Operating Procedures of The University of Texas at Austin and to applicable state and federal laws.

New academic appointments funded from any source other than State-appropriated or endowment funds must be specifically limited to the period covered by funds that already have been awarded to the University.  The department should explicitly and in writing inform the person being appointed of this condition, and a visiting or lecturer title should be used.  Appointments may not be made on the basis of informal agreements with funding agencies on future grants, such as those represented by continuation of current grants from Federal agencies.
