11/7/2009 - Christopher T. King to Co-Present Paper at WIA Conference

Ray Marshall Center director Christopher T. King and Burt S. Barnow, associate director of the Institute for Policy Studies at Johns Hopkins University, will present a paper at the "What the European Social Fund Can Learn from the WIA Experience" Conference to be held in Washington, D.C., on Saturday, November 7, 2009.

Entitled "The Use of Market Mechanisms in U.S. Workforce Programs: Lessons for WIA Reauthorization and the European Social Fund", the paper is based in part on a larger study of the implementation of the Workforce Investment Act (WIA) of 1998, conducted with colleagues in eight states and 16 localities from 2003-2005. They will discuss key results concerning one of the more important and controversial aspects of WIA: increased emphasis on market and market-like mechanisms in the delivery of workforce services in the United States. They then will present conclusions and recommendations both for informing the WIA reauthorization process and for providing guidance to the European Social Fund.

The conference is being sponsored by the European Commission Directorate-General for Employment, Social Affairs and Equal Opportunity, and the University of Maryland School of Public Policy and is being held in conjunction with the annual meeting of the Association for Public Policy Analysis and Management.
