Abstract: This report is the result of a planning grant from the Annie E. Casey Foundation, the Rockefeller Foundation and Ford Foundation to two Austin nonprofit organizations, Capital IDEA and Capital Area Training Foundation (now known as Skillpoint Alliance). The purpose of the grant was to support the development of a "design and funding plan for a uniquely Central Texas workforce intermediary initiative, based in its own set of institutions, traditions, and context." The local nonprofits then arranged for the Ray Marshall Center for the Study of Human Resources to produce this report.
RMC conducted research, had conversations with Central Texas workforce leaders and compiled research literature for this working paper. This brief report describes the characteristics, challenges, and best practices of successful workforce intermediary initiatives in Central Texas.
As others have noted, several best practices have begun to surface in this field, but there is no single workforce intermediary model that dominates the current workforce development environment. This paper provides a broad overview of many promising practices identified to date.
