Abstract: This report is the result of a planning grant from the Annie E. Casey Foundation, the Rockefeller Foundation and Ford Foundation to two Austin nonprofit organizations, Capital IDEA and Capital Area Training Foundation (now known as Skillpoint Alliance). The purpose of the grant was to support the development of a "design and funding plan for a uniquely Central Texas workforce intermediary initiative, based in its own set of institutions, traditions, and context." The local nonprofits then arranged for the Ray Marshall Center for the Study of Human Resources to produce this report.
