The Texas Comptroller’s Office of Public Accounts has many different divisions within which have made this agency perform at a level above other agencies of its size. About the Presenters:

Ann Cook 
Classification Officer 
Texas Comptroller of Public Accounts 

Ann Cook joined the Texas Comptroller of Public Accounts in August 1999 as the Classification Officer for the agency. Prior to this assignment she worked in Human Resources for the Department of Insurance as the ADA Coordinator and division strategic and business planning coordinator. Government service includes ten years at the Texas Legislative Council in management and training responsibilities. Work experience includes project management, personnel functions, job classification audits, research and development, legislative review and adult education including professional and organizational development and technical training.

She coordinated the ’96 and ’98 Survey of Organizational Excellence, for the Department of Insurance and the ’99 Survey of Organizational Excellence, for the Texas Comptroller of Public Accounts and served as a panelist at the Survey of Organizational Excellence User Conference, ‘Using the Survey for Organizational Improvement’ Panel, April 1998.

Ms. Cook is certified as a Professional in Human Resources.


Morris X. Winn 
Manager of Human Resources Division
Texas Comptroller of Public Accounts


Morris X. Winn was appointed as manager of the Human Resources Division in January, 1999, where he heads a team of Human Resource professionals and training specialists for the Texas Comptroller of Public Accounts. Prior to this appointment by Comptroller Carole Keeton Rylander, he served as the Deputy Commissioner for Human Resources for the Texas Department of Insurance for five years. In 1992, Mr. Winn was appointed as the first Division Director of the Employee Relations/Equal Employment Opportunity Division of the Office of the Attorney General where he served until May 1, 1994. He also directed the Attorney General’s Support Services Division for eight years and served as Assistant Personnel Director and Special Projects Coordinator. Mr. Winn formerly served in the Governor’s Office of Budget and planning for over ten years as a Coordinator, Governor’s Employment Training Program and as Planner/Budget Examiner. In 1982, he was directly responsible for start-up activities of the Blue Ribbon Commission on Criminal Justice Corrections in the Governor’s Office. He also worked in the private sector for State Farm Insurance Company as a policy services supervisor.

In addition, Mr. Winn is active in the Austin and statewide community. He was appointed to the City of Austin Manpower Advisory Planning Council and the Austin Housing Authority where he served for four years. From 1981-1985, he served as Vice-Chairman of the Texas Merit System Council (Governor’s appointment). Mr. Winn has also served on the board of the Central East Austin Community Organization (CEACO), Opportunities Industrialization Centers and the Austin NAACP where he has served as Vice President and Executive Board Member for over fifteen years. He has been named an Honorary Admiral in the Texas Navy and was honored as the Outstanding Young Man in America in 1981. In 1976, he received a fellowship to the National Commission on Manpower Policy in Washington, D.C.

Mr. Winn is a certified mediator and has attended and participated in many Human Resource training venues.
