About the Presenters:
William H. Kuntz, Jr.
Executive Director
Texas Dept. of Licensing and Regulation
Bill Kuntz became the Executive Director of the Texas Department of Licensing and Regulation on September 14, 1999. The Department is the state’s umbrella occupational licensing agency, regulating industries such as elevators, boxing, and air
conditioning.
Kuntz has over 27 years of public service experience. He previously served as the Executive Director of the Texas Real Estate Commission and as the Deputy Securities Commissioner of the State Securities Board.
A native of Louisiana, he earned a Bachelor of Science degree from Louisiana State University in New Orleans with a major in Finance and a Masters of Business Administration from the University of New Orleans.
Brian E. Francis
Deputy Executive Director
Texas Dept. of Licensing and Regulation
Brian Francis joined the Texas Department of Licensing and Regulation as the Deputy Executive Director on October 18, 1999, resuming a long working relationship with Bill Kuntz.
Prior to his appointment, Francis served as the Assistant Administrator of the Texas Real Estate Commission and as a Senior Securities Analyst at the State Securities Board. He started his public service at the Texas Savings and Loan Department.
He earned a Bachelor of Business Administration from Southwest Texas State University with a major in General Business and his Master of Business Administration from Saint Edward’s University with a concentration in Financial Management.
