Krista Julian
Special Projects Manager
Texas Workforce Commission
Krista Julian is a trainer and special projects manager in the Texas Workforce Commission’s Human Resources Management Department. She has extensive training and project management experience derived from several past jobs as well as her current job.
Krista received her Bachelor of Business Administration degree with a Management major from Southwest Texas State University, and graduating cum laude in May 1992. She first began as an Administrative Assistant at TWC in 1993 and was promoted to Labor Market Analyst. As a Labor Market Analyst, she conducted software training, compiled and analyzed confidential and public economic data, as well as creating and maintaining a labor market information source directory. She was then promoted from Labor Market Analyst to Training Specialist, where she develops and delivers a variety of training packages. Krista also serves as project manager on a variety of projects such as the Survey of Organizational Excellence at TWC and PeopleSoft Change Management Training. Before working at TWC, Krista managed a retail store, created and implemented employee incentive programs, presented new employee orientation, and trained employees in basic job skills.

Creation of Areas of Substantial Unemployment in Texas
Dissemination and analysis of Survey of Organizational Excellence
Implementation of PeopleSoft Training Development and Delivery
Development and delivery of many training packages including The Workforce Information System of Texas, software training, proofreading and editing training, and delegation training.
Patricia Vinstein
Director of Human Resources Management
Texas Workforce Commission
Patricia Vistein has been the Director of Human Resources Management at the Texas Workforce Commission in Austin, TX since 1996. She received a B.S. in Education (Business) from Western Illinois University in Macomb, Illinois in 1971.
Prior to working for TWC, Patricia worked for the Texas Employment Commission for ten years. She began as an assistant to the Commissioner Representing Labor from 1983 to 1988. She served as a Human Resources Specialist in the Personnel Department until 1993 and then moved into the Human Resources Director position until 1996. Patricia’s background prior to her work for the state, included support positions in the fields of petrochemicals, marketing and finance.
Patricia’s Professional Affiliations include the Society for Human Resources Management, Austin Human Resources Management Association, International Personnel Management Association, and International Association of Personnel in Employment Security.
