With the beginning of a
new decade and new century, it is important to take the
opportunity to anticipate and prepared for the challenges ahead
for our great state. Working together, we have
accomplished many improvements in state government that enable
us to move every Texan forward. Creating and maintaining
effective organizations and responding to the changing needs of
Texans will be a critical duty for each of us in the months
ahead.
Following in the
tradition of my predecessors, I ask each of you to join me in
Austin on Monday, November 26 for the Governor's Conference on
Organizational Excellence. I would appreciate your
participation in a brief program (approximately 9:30 a.m. - 1:30
p.m.) to review how we might together make the next two years
ones of significant achievement for all Texans.
The conference will be
held in the auditorium at the State Capital Extension. I
look forward to seeing each of you on November 26th.

effective organizations and a quality workforce are essential to
our ability to improve services for Texans. The Survey
of Organizational Excellence, which is conducted every two
years, is a valuable tool in this effort.
Once
again, the School of Social Work at The University of Texas at
Austin will administer the survey and provide your organization
with an analysis of the responses from your workforce. Survey
administration is planned for September and October, and I look
forward to seeing the results of your participation in the
survey.
Additional
information about the survey will be provided directly to you by
the School of Social Work. I appreciate your efforts to
build a better Texas.

During my tenure as Governor, there has been a renewed emphasis on efforts to strengthen our state organizations, including the achievement of higher performance levels and improving customer satisfaction. One tool in these efforts is the Survey of Organizational Excellence that provides feedback from your employees on what they perceive as their organization’s strengths and weaknesses. As we make our plans for the fourth Governor’s Conference on Organizational Excellence, we want to gather some information on the various ways in which the survey is used. This will increase the use of these data and spread innovations that are underway in our state.
Enclosed is a brief questionnaire that you are requested to complete, as well as providing us with sample newsletters, evaluations, and other forms that you have created. You may go to www.survey.utexas.edu/excellence to complete the questionnaire. Any supporting documents may be forwarded electronically as e-mail attachments to soe@uts.cc.utexas.edu. The enclosure provides more detailed information.

Since 1979, Texas has promoted a unique
effort to improve the effectiveness of organizations of state
government and the employment conditions for all state
employees. That effort is the Survey of Organizational
Excellence conducted every two years by the School of Social
Work at The University of Texas at Austin.
The survey questions and findings are
important ingredients for agencies, the Governor's Office, and
the Legislative Budget Board in building outstanding state
organizations. These data are used as a significant component of
strategic planning, assisting each agency to mobilize fully all
of its resources. The people of Texas must have state agencies
with sharply focused and prudently selected goals that are
achieved with the highest possible quality. Government cannot do
everything but must do certain essential things exceedingly
well.
We know that Texas must be prepared to
meet opportunities and challenges of the future. The
achievements of our great state make it attractive to all people
and have helped it become our nation's second most populous
state. The products and services from our businesses now compete
successfully in global markets, yet the pace of world
competition will continue for all of us. To maintain this growth
and prosperity, our people, our communities, and our businesses
require world-class services from Texas government. This survey
is an important tool to establish and maintain excellence in
government, and I urge you to join in this effort. Texas
government must reflect the initiative, creativity, and
responsibility that is so much of our heritage and so critical
to reaching the promise of our future.
I believe these issues are so important
to our future that I will be asking you to meet in November so
that we may devote some time to analyzing these concerns. My
office will contact you soon about that meeting.
