So, perhaps the opening questions are being answered. We need to continue what we are about. Yes, there are problems with implementing the Superpave System. FHWA, AASHTO and most of the States are looking for ways to build better pavements, and Superpave may be just the ticket. Certainly, a majority of states believe the system is worth working with, and are pushing FHWA, AASHTO, academia, and industry to develop the Superpave System even beyond what we have now.

And the final payoff is better pavements which last longer for the driving public to enjoy, safely. While management of the program and the level of effort have changed the Superpave Program, the implementation process does continue what we are about.

And will continue to change until we get it perfect, maybe in the millennium after the next one.
