QC/QA on Superpave Project in Utah

The Utah Department of Transportation has prepared a case study report on
the analyzing a SHRP SUPERPAVE level one QC/QA project in Utah. It was
observed that some of the construction control parameters are contradictory
to each other, such as compaction and voids in mineral aggregate (VMA).
While pay adjustment factors for compaction, asphalt cement content, and
aggregate gradations were statistical based, the pay adjustment factor for
VMA was not. Also, in combining these two, the effect of statistical-based
specification was compromised. The purpose of statistical based QC/QA
specification is to share the risk equally between the agency and the
contractor. These concerns are addressed in this paper.
