Joe S. Graff, P.E.



Joe Graff has been serving as the Vice President of Regional Operations at Halcrow, Inc. in Austin, TX since 2006. As the VP, Graff manages Halcrow operations, handles business planning and marketing, and prepares grant proposals. Graff also recruits staff for Halcrow, Inc, and heads projects. Before working at Halcrow, Inc, Graff served as Deputy Director of Maintenance Division at TxDOT from 1978 to 2006. This position entailed managing state-wide maintenance operations of approximately 80,000 miles of highways and an annual maintenance budget of over $1 billion. Graff also directed TxDOT’s Emergency Management Operations Developed and administered TXDOT’s Maintenance Management System (MMIS) as well as the Texas Maintenance Assessment Program (TxMAP). He played a major role in development of the Texas Pavement Preservation Center (TPPC), and administered TxDOT’s State-wide Maintenance Contract Operations, a program that manages performance contracts for over 100 safety rest areas and works with an annual budget of over $16 million. Deputy Director Graff also oversaw TxDOT Ferry Operations. He was awarded the prestigious “Dewitt C. Greer Award” by TxDOT for engineering excellence and served as the Chairman of the “Maintenance Contract Focus Group,” an AASHTO Subcommittee on Maintenance. He published the AASHTO article “A Guide for Methods and Procedures in Contract Maintenance” in August 2002, and headed an international seminar entitled “Highway Maintenance Contracting in 2004 – World State of Practices” in Orlando, Florida in April, 2004. Deputy Director Graff also chaired a committee to re-write standard maintenance specifications for TxDOT’s “Standard Specifications For Construction And Maintenance Of Highways, Streets, And Bridges” in 2004.
