J. Jeffrey Seiders, Jr., P.E.


A registered professional engineer in the state of Texas, Jeff Seiders received his Bachelor of Science in Architectural Engineering from the University of Texas at Austin in 1980. In 1980, he became staff engineer at the Trinity Engineering Testing Corporation in Austin, Texas, where he performed construction materials testing, structural investigations, and project oversight for foundation construction.

From 1981-82, Seiders directed the field office at Fort Polk, Louisiana, performing construction materials testing and quality control functions for Corp of Engineer projects dealing with concrete pavements, design and control of cement treated base, and pile load testing. From 1982-84, he was assistant to the Odessa office where he managed and trained technicians in construction materials testing and welding inspection and performed field sampling and writing of geotechnical investigations for structures in the region. He also performed instrumentation and structural analysis for the repair of two major structures. In 1984 Seiders joined Porter-Donoghue Consulting Engineering (PDCE) in Austin as a staff engineer.  While working at PDCE, he performed the structural design and construction administration for several projects ranging from low to medium rise buildings.

In 1987, Seiders began his career with the Texas Department of Transportation in the Materials and Tests Division. He was promoted to Section Manager for the Structural Section of the division, with a staff of 95 employees responsible for all quality assurance inspection of fabricated items purchased by the department, including structural steel and precast-prestressed products. In 1993, he became Deputy Director for the Materials and Tests Division.  His duties include managing departmental material specifications and test procedures, including quality assurance programs and testing activities used for construction and maintenance.  In 2003 he was promoted to the Director of the Materials and Pavements Section of the Construction Division. Seiders has also served as a leader for several departmental task forces and committees, including FHWA and Transportation Research Board.
