Bio:
Captain Gabriel R. Salazar is a native of Corpus Christi, Texas. He attended the University of Texas at Austin, graduating in 1979 with a Bachelor of Business Administration degree in both Finance and Management. He was commissioned through the NROTC program and following flight training, he was designated a Naval Aviator in August 1980. Upon completion of P-3 fleet replacement training, he was assigned to Patrol Squadron FORTY-SIX (VP-46) at NAS, Moffett Field, CA. In July 1984, he joined Patrol Squadron THIRTY-ONE (VP-31) where he served as a Fleet Replacement Squadron (FRS) Instructor Pilot. He reported to the USS CARL VINSON (CVN-70) in April 1987 as Operations Department Administrative Officer where he qualified as Officer of the Deck (Underway) and Conning Alongside Officer. In April 1989, Captain Salazar was assigned to the Bureau of Naval Personnel (BUPERS) in Washington, DC, where he served as the VP Shore and Sea Detailer. Following FRS training, he reported to Patrol Squadron FORTY (VP-40) in May 1991 for his Department Head tour. While on board, he served as Safety/NATOPS Officer and Maintenance Officer. He joined Patrol Squadron THIRTY (VP-30) in March 1993 and assumed duties as FRS Training Officer. In March 1995, he reported to the Naval Postgraduate School in Monterey, CA, where he earned his Master of Science degree in Financial Management. In May 1996, Captain Salazar joined Patrol Squadron NINE (VP-9) in Barbers Point, HI as Executive Officer and subsequently assumed command in June 1997. During his tour as Commanding Officer, his squadron deployed to the Western Pacific, Diego Garcia in the Indian Ocean, and the Persian Gulf. Captain Salazar was assigned to the staff of the Chief of Naval Operations, Programming Division (N80) in August 1998, where he served as Head, Aviation Warfare Section. In August 2000, he reported to the Air Warfare Division (N78) as Assistant for Aviation Budget and Requirements where he was responsible for the formulation and subsequent review of Naval Aviation's $31 Billion annual budget. From June 2002 to September 2004, he had command of Training Air Wing FOUR at Naval Air Station Corpus Christi, TX, directing the operations of two advanced and two primary flight training squadrons. During his tenure, his wing flew over 230,000 flight hours and designated more than 500 aviators. Captain Salazar was then assigned to the staff of the Chief of Naval Operations, Washington DC, where he was Director of Budgets and Requirements for Naval Warfare, directing the preparation of a $66 Billion annual budget. Captain Salazar has accumulated over 4000 flight hours in various aircraft. Personal awards include the Legion of Merit (two awards), Meritorious Service Medal (three awards), Navy Commendation Medal (three awards), Navy Achievement Medal, and various other unit and service awards.
