STA-21
is the Navy’s way of providing an opportunity for enlisted personnel to earn a commission. Currently, the UT NROTC hosts approximately 15 STA-21 Officer Candidates. They attend UT or Huston-Tillotson University year-round, working toward that commission in the warfare specialty they applied for under the STA-21 program. Use the links found on this page for some gauge regarding the application and admissions process, both for the Navy (NETC) and UT.
Acceptance Deadline Waivers
The University of Texas Admissions Office does not make any special allowances for STA-21 candidates. Therefore, IF YOU WOULD LIKE TO ATTEND UT, YOU MUST INFORM NETC THAT UT IS YOUR FIRST CHOICE. Then, you must get accepted to another university as a backup in case you do not get accepted to UT. You can contact NETC or UTNROTC by choosing one of the methods below:
- Contact the STA-21 Program Coordinator at NETC at PNSC_STA21@navy.mil, or 850-452-9433. Inform him that you are waiting for acceptance into UT and would like to attend UT if accepted.
- Email the UT NROTC Unit, or call us at 512-471-7643 with any questions.

The STA-21 program requires a degree program to be completed for each candidate. Below is a guide for creating your degree plan.
Steps for a successful degree plan. Links are provided as applicable.
- STEP 1: Go to the Undergraduate Catalog applicable to you (usually the most current one).
- STEP 2: Scroll down to the applicable college (don't use the side links). Under your applicable section, there is a sublink for a listing of required courses and sometimes it has a "Suggested Arrangement of Courses" for each degree. Sometimes the individual colleges/departments have their own breakdown (example: Civil Engineering has a website with the degree plan, the prerequisite flow chart and other useful information here).
- Use this for a layout for your degree plan. Leave generic courses such as Technical Elective as Technical Elective, we will get more specific when you approach the different semesters.
- STEP 3: Ensure that all prerequisites and co-requisites will be met. You do this by checking the course descriptions in the catalog (example: engineering courses), or by checking the Course Schedule.
- For future semesters use previous semesters, they usually don't change. Again, some colleges/departments have a flow chart (you still have to compare it to the Undergraduate Catalog because it is the standard).
- STEP 4: Ensure that the courses you plan to take for a certain semester will be given. Usually a past summer schedule will indicate what courses are offered in the summer. Plan to take 12 hours each summer and 15 to 18 hours each full semester.
- STEP 5: Ensure that all prerequisites and co-requisites are met (these requirements are in the course catalog and also in the Undergraduate Catalog).
