Bob Harkins

Associate Vice President for Campus Safety and Security

Bob Harkins became the associate vice president for Campus Safety and Security on September 1, 2005. He coordinates the activities of Emergency Preparedness, Environmental Health and Safety, Fire Prevention Services, Parking and Transportation Services, and The University of Texas at Austin Police Department. Bob enriches our community with over 12 years of extensive knowledge in leading the campus safety and security programs of two major universities.

Prior to assuming his current position, Bob spent 27 years in the Army, retiring as a colonel. Over the course of his military career he was awarded two Silver Stars for valor and two Purple Hearts. Throughout his career he has had a variety of assignments focusing on campus safety and security. Bob earned his doctorate in education from Pittsburgh University in 1998. He continuously plans the steps toward making The University of Texas at Austin the safest campus in the nation by leading the Safety and Security Committee and reaching out to students, faculty and staff to create a safety-minded community.

David Cronk

Director of Emergency Preparedness

David joined the university in 2001 as a safety specialist for Environmental Health and Safety, and became the university’s director of Emergency Preparedness in 2006. He ensures the safest possible university environment by providing oversight on safety issues ranging from football games to severe weather closures. His primary responsibility as the director of Emergency Preparedness is to develop and implement the university’s emergency plans. To ensure the plans’ functionality, David creates them individually for each department.

David holds a Bachelor of Science degree in industrial and environmental health management from Ferris State University, and a Master of Science degree in occupational health from the Medical University of Toledo. He is nationally certified by numerous incident management associations, and is the university’s representative for the City of Austin Office of Emergency Management.

Robert Dahlstrom

Chief of Police

Robert has served as chief of The University of Texas at Austin Police Department since spring of 2006. He ensures the safety of everyone on campus by protecting the university through professional policing and community partnerships, while fostering the educational mission of the university.

After earning his Bachelor of Science for Southwest Texas State University (currently known as Texas State University) with a major in criminal justice in 1977, he dedicated over 28 years to working with the Austin Police Department, retiring as chief of staff. He was also in the Graduate Management Institute Program in 2003 at Sam Houston State University’s Bill Blackwood Law Enforcement Management Institute of Texas.

Bobby Stone

Associate Director of Parking and Transportation

Bobby began working with Parking and Transportation Services (PTS) in 1986 as a parking garage attendant. Since then, he has become responsible for all day-to-day operations for PTS. This includes shuttle operations, all parking on campus in surface lots and garages, and enforcement of regulations, including the kiosks at the entrance of campus. He also oversees all of the department’s managers.

Bobby graduated from The University of Texas at San Antonio in 1991 with a Bachelor of Arts degree in history. He is a member of the International Parking Association, Texas Parking Association, and National Fleet Association.

Garland Waldrop

Director of Fire Prevention Services

Garland shares his extensive background in fire protection with the university by serving as fire marshal and director of Fire Prevention Services. His career in fire protection began with the Houston Fire Department where he gained valuable experience in both fire suppression and administration. After working there for 22 years, he retired with the rank of captain. Garland then joined Baylor College of Medicine in Houston, where he was the fire prevention manager for eight years. He later served as the fire safety manager for The University of Texas Medical Branch at Galveston for four years before assuming his position with The University of Texas at Austin.

Garland holds a Bachelor of Art degree in education, and commits himself to making the university environment safe through fire prevention and safety education. When working on educational fire safety initiatives, he draws upon his experience from instructing at the junior college level while serving as an adjunct faculty member.

Chip Rogers

Interim Director of Environmental Health and Safety

Chip joined the university in 1983 and moved into the position of Assistant Director of Environmental Health and Safety (EHS) in 1992. After establishing the chemical and biological waste program, lab inspection program, and emergency response team, he became the department’s Compliance Officer and currently serves as Interim Director. He coordinates EHS resources and staff to ensure safe and compliant facilities.

Chip began working with the university in 1983 after being a Senior Management Consultant with Coopers & Lybrand. Prior to joining EHS, he was Business Manager of the Law Library, Senior Systems Analyst in IT, and Assistant to the Associate Vice President for Business Affairs. Chip earned his Bachelor’s degree in 1971 from the University of Texas at Austin and later a Masters in Business Administration from Southern Methodist University.
