Responsibilities of EHS Asbestos Licensed Consultant — Asbestos Compliance Program

  1. The EHS Individual Asbestos Consultant (here after referred to as "Consultant) is responsible for the University's Asbestos Compliance Program (ACP) outlined below in all facilities, unless indicated otherwise in these procedures.
  2. The Director of EHS shall be the University's official liaison with the media regarding asbestos matters.
  3. The Consultant shall review each work order to ensure that the work will not have an impact on asbestos containing material. This review will ensure that asbestos is not accidentally disturbed or known of before work begins.
  4. The Consultant shall review the work practices and type of asbestos control method to be employed with asbestos abatement projects (i.e. removal, encapsulation, or enclosure). This shall ensure that all applicable asbestos regulations are being followed prior to commencement of work and that proper procedures are rigidly adhered to during the performance of asbestos projects. This shall be accomplished in part by inspection of work before, during, and on completion of the abatement project to ensure the integrity of the containment and conformity with all applicable regulations.
  5. The Consultant is responsible for filing advanced notice (appendix) as required to the Texas Department of Health.
  6. The Consultant is responsible for analysis of both air and bulk sampling of suspected asbestos materials and for maintaining records of asbestos results and related activities.
  7. The Consultant will coordinate air sampling of asbestos abatement projects involving University employees and ensure that air sampling pumps are calibrated as required by regulations and maintain records of sample analysis).
  8. The Consultant will conduct ambient level air monitoring as required to determine airborne fiber levels in buildings. This ambient level air monitoring will be conducted on a request and/or priority basis.
  9. The Consultant is responsible for the monitoring and manifesting of ACM waste from The University to approved landfills and for appropriate filing and maintaining of the records (appendix).
  10. The Consultant is responsible for the Medical Surveillance Program for employees who work in the Asbestos Compliance Program and those University employees who have worked on asbestos abatement projects.
  11. The Consultant is responsible for ensuring all EPA and State of Texas training requirements are met for employees on asbestos related projects.
  12. The Consultant is responsible for ensuring that asbestos licensing requirements have been met for employees and The University of Texas at Austin.
  13. The Consultant is responsible for records concerning the ACM projects. The records include:
    1. Sample testing log forms for both air and bulk samples. (appendix)
    2. Analytical data sheet forms received from testing laboratory. (appendix)
    3. Laboratory analysis report forms received from testing laboratory. (appendix)
    4. Asbestos disposal manifest (appendix)
    5. Respirator training and acknowledgment records
    6. Respirator fitting and issuance records
    7. Employee medical examination forms
    8. Worker and supervisor training records
    9. Licenses for workers and consultants, labs, etc.
    10. Investigation reports concerning all aspects of ACM abatement projects
    11. Complete up-to-date copies of applicable rules and regulations
  14. The Consultant will be responsible for all data entry into the asbestos abatement data processing system.
  15. An outside licensed third party will conduct site inspections for ACM as required in the ongoing building surveys for EHS. These surveys will include all UT Austin facilities to determine the presence or absence of any ACM.
  16. When needed, an outside licensed third party will take bulk samples for analysis and shall coordinate with the Consultant of the ACP on the results of the analysis. A detailed log of each building, by room and area will be developed and entered into the Room Hazard Screen in the computer program.
  17. The Consultant will procure and maintain contractor employees medical and training records for compliance review.
  18. The Consultant is responsible for training UT employees in the proper use of respirators. This training is in accordance with 40 CFR 763.92 (a) (2) (ii) and 29 CFR 1910.134.
    Records of trainees shall be kept on file and a copy sent to the Asbestos Compliance section of EHS.
