Responsibilities of Physical Plant — Insulation Shop #38 Supervisor
All asbestos abatement projects are coordinated through Insulation Shop #38 (IS #38) and must have a work order number for tracking purposes. Work order files are maintained in IS #38. All asbestos abatement projects, no matter what the size or location, must have a work order. These work order requests may be generated from any appropriate department. Abatement projects can be identified from the very beginning or may be discovered as work progresses.
The Insulation Shop #38 Supervisor is responsible for reporting all proposed abatement projects to the Consultant. The Consultant will give the appropriate notification to regulatory agencies once a work order has been assigned. Outside abatement contractors are responsible for timely notifications to the appropriate agencies and to the EHS ACP.
Work Orders
All abatement projects begin with a work request (PP10). Once the work request is received, it is given a work order number by Planning and Scheduling (P&S). Once the work order is received in the Insulation Shop #38, a file is created and a notification memo is sent to the ACP's Consultant. Both the Asbestos Compliance Program and IS #38 will maintain a permanent log of all asbestos projects.
A request to the EHS Consultant will be done to determine if asbestos is present and needs to be abated. If abatement is necessary, the abatement work may be done on the same work order number for that particular job. No abatement work can be charged to an non-ACM work order. Abatement projects that are part of other work being performed, should refer to the ACM work order number assigned.
The following information must be furnished on the work request for abatement and sent to the ACP in the form of memorandum with the following information:
- Original work order number if abatement is necessary to the project
- Building/facility name/description/size/age and use
- Location
- Nature of abatement, i.e. removal/enclosure/encapsulation/demolition
- Amount (square or linear feet to be abated)
- Scheduled start/completion date
The Physical Plant Identification Number is created as follows:
PP - Year - Notice Number
Example: PP-88-01 reads Physical Plant, 1988 year, first notice of the year.
The PP identification number is created to help track the status of the notification.
The notification is written on a Request for Notification form (example, see page 10) indicating work order number, building/location, Physical Plant identification number and the date of report. When filling out the start/completion date, use a twenty-four (24) hour period to avoid scheduling problems. This will avoid having to do an amendment.
The Consultant of the Asbestos Compliance Program will coordinate and schedule with the Shop Supervisor, appropriate dates for notification forms.
Once the Shop Supervisor receives the work order for an ACM abatement project, they will coordinate with the ACP and Planning and Scheduling for an abatement schedule. This coordination will ensure a date for proper notification to the regulatory agencies.
Supervisor's Responsibilities
- Reviews work to be performed and makes recommendations on abatement methods used.
- Coordinates with Planning and Scheduling to integrate abatement into project schedule.
- Coordinates with ACP to ensure that notifications have been made and that Consultant is briefed.
- Notifies the building contact person of the abatement project.
- Assigns and inspects the removal of ACM by the Insulation Shop. Inspects the work before and during the job to insure the integrity of the containment and conformity with regulations.
- Performs new employee orientation on the following items:
- Employees working within a regulated area must wear protective clothing and respiratory protection.

- Employees will be instructed and trained in the proper use of respirators and their limitations.

- Employees must use the hygiene facilities and observe the decontamination procedures.

- Supervises all employee exposure monitoring.

- Coordinates projects with Planning and Scheduling on scheduled outages.
The Insulation Shop will coordinate with the Consultant of the ACP to provide monitoring of the asbestos abatement project from the notification to final walk-through inspection of the abatement project, assuring that the procedures are followed.
