Responsibilities of Utilities Department

  1. The Utilities engineering staff is responsible (through the EHS Consultant) for determining if any materials or projects require asbestos abatement procedures. (See flow chart on page 15).
  2. Utilities is responsible for insuring compliance with this administrative procedure be followed in all aspects of the ACM abatement procedure and will coordinate with the ACP and Physical Plant (Insulation Shop #38) in accordance with these guidelines.
  3. Utilities is responsible for determining whether the ACM abatement project will be handled by their respective staffs, by the Physical Plant Insulation Shop #38 or by outside asbestos abatement contractors. The type or method of abatement procedure to be utilized will be recommended by the Consultant.
  4. When outside abatement contractors are to be used, Utilities will draft contracts for pre- bids of ACM abatement projects as required and will hold pre-bid and post-bid conferences. Utilities will review, accept, and award bids and coordinate all tracking and recording procedures. All specifications involving ACM must be reviewed and signed by the EHS Consultant.
  5. Utilities is responsible for contacting the Insulation Shop Supervisor, requesting a work order from Planning and Scheduling, and forwarding the required information for notification to the ACP.
  6. The type of abatement procedure to be followed shall be detailed in the drawings and specifications and coordinated with the ACP.
  7. Utilities will coordinate with the Consultant to ensure:
    1. Each employee is properly trained in procedures and practices for asbestos abatement.

    2. Employees' EPA Certification is updated annually along with state licensing requirements.

    3. Employee medical examination is updated annually

    4. Employees working within a regulated area wear protective clothing and respiratory protection.

    5. Employee will be instructed and trained in the proper use of respirators and their limitations.

    6. That employees use the hygiene facilities and observe the decontamination procedures.

    7. Supervise all employee exposure monitoring

    8. Coordinate projects with Planning and Scheduling/University occupants/user department concerning scheduled outages.
